Homes for Arizonans Initiative

The Homes for Arizonans Initiative provides first-time homebuyers downpayment and closing cost assistance. The level of assistance is adjusted depending on the buyer's income. The program is available in all areas of Arizona outside of Maricopa and Pima counties. The assistance is administered by a network of nonprofit agencies and ADOH staff depending on the location of the home to be purchased.

Down Payment & Closing Cost Assistance Program 
Families, including single people who are first time homebuyers and whose yearly income does not exceed 80% of the area median income, are eligible. The program is available in all Arizona counties except Maricopa and Pima.  The home purchased must be occupied by the borrower as their primary resident; it cannot be rented or left vacant. 

The home must meet minimum property standards; most "fix-up" properties will not qualify.

The actual amount of assistance is dependent upon five factors:
  • Family income,
  • purchase price of the home,
  • actual closing costs,
  • amount of family savings and assets, and 
  • Actual amount of gift or assistance the borrower may be receiving.

The maximum amount of assistance under this program is $20,000.  The assistance must be repaid if the family sells or fails to occupy the property. Families must contribute at 3% of the purchase price. If the family is receiving a gift or other assistance or is participating in a special loan program, it must contribute at least $1,000 of its own funds. The family may also be responsible for other costs.
